So writes Wilson "Water Bill" Harper, who began his career with the city of Punta Gorda's Utility system in 1969 as a water treatment operator trainee and rose to oversee utility operations compliance before his retirement in 2001. He was honored by the mayor not just for his commitment to clean water and conservation, but also for his work within the region. Harper's purpose in writing the book is to provide a comprehensive account of the history of the city's utilities so that the institutional knowledge and records he has kept are available to the future. At times the book is very technical, but it also contains the details of the state, regional, and local laws, rules, costs, frustrations and successes. It's a valuable reference that needs to be in the hands of engineers, and public officials.
