'you have followed him to New Orleans, and witnessed with feelings of pride his masterly energy in governing the heterogeneous population of that city, refuting the subtleties Of foreign diplomatists, punishing the guilty, and protecting the poor and unfortunate; and, more recently, in the siege of Richmond, you have anxiously watched the progress of events, ever solicitous for his success.
