"Social Security Administration’s(SSA) Disability Insurance (DI)program paid almost $123 billion inbenefits in fiscal year 2010 to morethan 10 million workers anddependents. The program is poised togrow further as the baby boomgeneration ages. GAO examined (1)what is known about the extent towhich SSA makes overpayments to,and recovers overpayments from, DIbeneficiaries who exceed programearnings guidelines, and (2) potentialDI program vulnerabilities that maycontribute to overpayments tobeneficiaries who have returned towork. To answer these questions, GAOreviewed work continuing disabilityreview (work CDR) policies andprocedures, interviewed SSAheadquarters and processing centerofficials, visited 4 of 8 processingcenters, and reviewed a randomnongeneralizable sample of 60 CDRcase files across those 4 centers (15from each). GAO recommends that SSA developand adopt agencywide performancegoals for recovering DI overpaymentsand processing work CDRs, requiresupervisory review of certainrepayment plans, address a systemlimitation which precludes an accuraterecord of debt owed SSA, and exploreoptions for obtaining more timelyearnings information. SSA agreed withfour of five recommendations. Itdisagreed with the need forsupervisory review of repayment"
